A Unique Pathway to Canadian Permanent Residency
The Yukon Community Pilot (YCP) is a special immigration stream under the Yukon Nominee Program (YNP), designed to attract skilled foreign workers to boost the economies of Yukon’s communities. Launched in July 2020, this program offers a streamlined pathway for foreign workers by providing a two-year open work permit without requiring a Labor Market Impact Assessment (LMIA).
This initiative supports Yukon’s economic growth by allowing applicants to work for multiple employers in designated communities, helping local businesses meet labor shortages while offering newcomers a fast-tracked route to permanent residency.
What is the YCP?
YCP allows skilled workers to live and work in one of the following participating communities in Yukon:
- Whitehorse
- Watson Lake
- Dawson City
- Haines Junction
- Carmack
- Carcross
Key Objectives of the YCP
- Address Workforce Shortages: Connect Yukon employers with skilled foreign workers to support economic growth.
- Enhance Economic Development: Strengthen local businesses and create job stability.
- Encourage Community Integration: Help skilled workers and their families settle in Yukon’s welcoming communities.
- Offer an LMIA-Exempt Pathway: Provide a faster and more flexible immigration option.
Work Permit Features
- Allows employment with up to three different employers in a participating Yukon community.
- Valid for two years.
- No LMIA is required, making the process faster and easier for both employers and applicants.
Eligibility Requirements
For Applicants:
- Must have two or three job offers from employers in the same Yukon community.
- Obtain a support letter from the Government of Yukon confirming job offers.
- Meet the general work permit requirements, including relevant work experience.

- The total working hours must equal or exceed 30 hours per week.
- Jobs must be non-seasonal and offer wages at or above Yukon’s minimum wage.
- Applicants must have experience relevant to the job responsibilities.
Yukon Provincial Nominee Program (YPNP) Nomination
To qualify for the YCP, applicants must first be nominated under the Yukon Provincial Nominee Program (YPNP). There are two pathways:
Skilled Worker Program (NOC 0, A, B Occupations):
- Must have a valid job offer from a Yukon employer.
- Require at least one year of relevant work experience.
- Meet language proficiency requirements (CLB 7 for NOC 0/A; CLB 5 for NOC B).
Critical Impact Worker Program (NOC C, D Occupations):

- Must show intent to reside in Yukon long-term.
- Require a Government of Yukon support letter confirming the employer’s need for the worker.
