Who is Eligible?
The program is suitable for:
Recent Graduates from Memorial University
- Candidates must have completed a Master’s or PhD within the last three years.
Experienced Skilled Workers
- Candidates must have at least one year of specialized work experience in the last ten years in an in-demand occupation.
Additional Requirements:
- Language Proficiency: Minimum Canadian Language Benchmark (CLB) level 5 (Test results must be less than 12 months old).
- Age Requirement: Applicants must be at least 21 years old.
- Intent to Reside: Candidates must plan to live permanently in Newfoundland and Labrador.

How the Program Works
The Priority Skills Newfoundland and Labrador Program follows a streamlined selection process to identify high-potential candidates for immigration.
Step 1: Expression of Interest (EOI) Submission
Candidates submit an online questionnaire evaluating their language proficiency, education, work experience, and family ties in Newfoundland and Labrador.
Step 2: EOI Evaluation & Invitation
- Applicants with scores above 60 points are considered.
- High-ranking candidates, especially those gaining employer interest, receive invitations to apply for the Newfoundland and Labrador Provincial Nominee Program (NLPNP)—even without a job offer.
Step 3: Provincial Nomination Application
- Candidates apply for nomination under the Skilled Worker or Express Entry Skilled Worker categories.
- Approved applicants receive a provincial nomination certificate to boost their federal PR application.
Step 4: Permanent Residency (PR) Process
- Applicants file for permanent residency through:
- Express Entry (faster processing) or
- Direct PR application via the Provincial Nominee Program (PNP).
- While waiting for PR, candidates receive specialized support from Newfoundland and Labrador’s Office of Immigration and Multiculturalism.
Step 5: Work Permit & Employment Support
- Candidates may secure a work permit to start working while PR is processed.
- The Newfoundland and Labrador PNP provides work permit support letters for faster employer recruitment.
