Quebec Skilled Worker Program (QSWP)
Quebec offers a unique opportunity for skilled professionals through the Quebec Skilled Worker Program (QSWP). Since August 1, 2018, the province has implemented an Expression of Interest (EOI) system, moving away from the first-come, first-served model. A key feature of this program is its prioritization of candidates with work experience in the United States, making it distinct from other Canadian immigration programs.
Application Process
- Submit an Expression of Interest (EOI): Candidates enter their details into the Quebec Expression of Interest Bank, expressing their willingness to settle in Quebec.
- Receive an Invitation to Apply: Selected candidates from the EOI bank are invited to apply for the Quebec Skilled Worker Program (QSWP).
- Apply for a Quebec Selection Certificate (CSQ): Once selected, candidates must apply to the Ministry of Immigration, Diversity, and Inclusion (MIDI) for a Quebec Selection Certificate (CSQ), which is required for permanent residency.
- Submit a Permanent Residence Application: After obtaining the CSQ, candidates apply for Canadian permanent residency through the federal government.
Candidate Ranking System
Applicants are classified into two groups based on their location and work status:
- Group A: Candidates with a valid job offer in Quebec or those already residing in Quebec with a valid work permit and a Quebec degree.
- Group B: Candidates living outside Quebec who meet the eligibility criteria.
Both groups are evaluated on several factors, including:
- Age
- Educational background (including Quebec degrees)
- Work experience in Canada or the United States
- French and English language proficiency
- Spouse/common-law partner’s education and language skills
- Additional points for training in high-demand fields
Skill Transferability Points
Candidates can earn extra points based on combinations of skills and experience, such as:
- Education and French proficiency
- Education, work experience in Canada or the U.S., and French proficiency
- Foreign work experience and French proficiency
- Foreign work experience, Canadian/U.S. work experience, and French proficiency
Priority Invitations
Quebec’s immigration authorities may issue Quebec Selection Certificate (CSQ) invitations based on:
- High-ranking scores in the selection process
- In-demand occupations, trades, or specialized training
- Commitment to settling in specific regions of Quebec
- Applicants from regions experiencing humanitarian crises
Criteria for Invitation
The invitation to apply for a CSQ is based on multiple factors, including the candidate’s ability to successfully settle in Quebec, a commitment to a designated region, or international humanitarian considerations. Additionally, applicants from specific countries or regions facing crises may also receive priority.
