Ontario PNP Immigration Streams

Human Capital Priorities Stream (Express Entry)

This stream selects highly skilled individuals from the Express Entry pool who meet Ontario’s labor market needs.

Eligibility Requirements:

Must register with IRCC’s Express Entry system and receive a profile number and Job Seeker Validation Code.
Qualify under either the Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC).
Score at least 400 CRS points.
Have one year of full-time work experience in NOC 0, A, or B in the past five years.
Hold a Canadian Bachelor’s, Master’s, or Ph.D. degree (or an equivalent degree validated through ECA).
Achieve CLB 7 in IELTS (minimum 6 in each module).
Meet the 67-point FSW criteria.
Demonstrate sufficient settlement funds.
Intend to reside and work in Ontario.

Application Process:

Express Entry Registration: Indicate interest in Ontario or all provinces and territories.
Identification by OINP: Ontario searches for candidates with a minimum 400 CRS score and sends a PT Notification of Interest via MyCIC account.
Application to OINP: Candidates have 45 days to apply to OINP after receiving the notification.
Nomination & PR Application: If approved, candidates receive a nomination letter, gaining 600 additional CRS points and leading to an Invitation to Apply (ITA) for PR.
PR Application to IRCC: Applicants submit their PR application within 60 days, undergoing health, security, and background checks.

Application Fee: CAD $1,500 (must be submitted with the application).

Ontario PNP Categories

Employer Job Offer Category (Employer-Driven Program)

This stream is for candidates with a full-time, permanent job offer from an Ontario employer.

Employer Requirements:

Inside Greater Toronto Area (GTA): Minimum three years in operation, $1,000,000 gross revenue, five full-time employees, and an Ontario business location.
Outside GTA: Lower revenue and employee requirements apply.

For Companies Investing in Ontario

Ontario supports companies making significant investments and creating jobs in the province.

Investment Requirements:

Minimum $3 million investment.
Creation of at least five full-time positions.

International Student Stream

This stream provides opportunities for recent graduates from Canadian institutions to secure PR in Ontario.

Program Categories:

With Job Offer: For graduates with a skilled job offer in Ontario.

PhD Graduate Stream: For PhD graduates from Ontario universities, no job offers required.
