A Direct Pathway to Canadian Permanent Residency
To address the growing demand for caregivers in Canada, the Federal Government introduced two specialized immigration programs in June 2019:
- Home Child-Care Provider Pilot (HCCPP)
- Home Support Worker Pilot (HSWP)
These programs offer foreign caregivers the opportunity to work in Canada and transition to permanent residency while also allowing their families to immigrate. Both pilots are five-year programs designed to fill critical labor shortages in caregiving professions.
What Are the HCCPP & HSWP?
Home Child-Care Provider Pilot (HCCPP):
- Designed for foreign nationals with experience in NOC 4411.
- Applicants must have experience providing in-home care for children under 18 years old, either in the child’s or employer’s home.
- Foster parents are not eligible under this program.
Home Support Worker Pilot (HSWP):
- Targeted at individuals with work experience in NOC 4412.
- Suitable for applicants with experience as Home Support Workers assisting seniors or individuals with disabilities, excluding housekeepers.
Key Objectives of the HCCPP & HSWP
- Address Labor Shortages: Support Canada’s growing demand for qualified caregivers.
- Enable Permanent Residency Pathway: Provide foreign workers with a structured route to obtain PR after gaining required work experience.

Program Features
- Applicants must apply for a work permit and permanent residency simultaneously.
- Candidates receive a work permit valid for three years, helping them gain the required experience.
- Upon completion of 24 months of relevant work experience, applicants can submit proof to finalize their PR application.
Eligibility Requirements
For Applicants:
- Job Offer: Candidates must secure a valid Canadian job offer before applying.
- Work Experience: Minimum one year of relevant experience required. The work permit enables candidates to complete two years of work experience in Canada to qualify for PR.
- Language Proficiency: Must meet Canadian Language Benchmark (CLB) level 5:
- IELTS: Listening 5.0 | Writing 5.0 | Speaking 5.0 | Reading 4.0.
- Educational Requirements:
- At least one year of Canadian post-secondary education or a foreign equivalent, verified by an Educational Credential Assessment (ECA).
How to Apply for HCCPP & HSWP
Step 1: Secure a Job Offer
Obtain a valid job offer (IMM 5983 E) from a Canadian employer.
Step 2: Meet Language & Education Requirements
Take the IELTS test and obtain an ECA report to verify education credentials.
Step 3: Apply for PR & Work Permit
- Submit an application for permanent residency and a work permit at the same time.
- If eligible, apply for an Open Work Permit from outside Canada.
Step 4: Obtain a Work Permit & Move to Canada
- Work permit processing typically takes 45 days.
- Candidates can bring their families to Canada upon approval.
Step 5: Gain Work Experience & Finalize PR Application
- Work for 24 months in Canada in an eligible caregiving occupation.
- Submit proof of work experience to finalize permanent residency with IRCC.
